ICEP Part D Enrollment Clarification

OK, I just need to confirm. I have clients that had part A and employer coverage, they enrolled in part B with a July 1, 2017 effective and the BCBS guy at the guy's work signed them up for Plan F supplement, but no part D. I recieved a lead to enroll them into part D. Unless the rules have changed, they would have had to enroll in part D to start on July 1 or they have to wait until AEP for a 2018 enrollment, right? Unless their employee cedible coverage ended July 1 also, then they would get a 63 day window SEP to get Part D? Regardless I can't enroll them now for 2017 like the usual turning
