FE Leads Inquiry Can Medicare/medical Members Be Contacted?

Family member has hundreds of files from clients he enrolled in snp plans in california ( medicare and medical ). He said they were all converted to other plans and most comm was lost.. Can these people in these files be contacted for Final expense? legally? would they be a good group to sell final expense,
