Why is Part A Considered MEC?

I looked, I didn't see a previous thread, kinda surprised.

How is Medicare Part A considered to be Minimum Essential Coverage? There are no Medical benefits to speak of. Have a guy collecting SSI/SSD who is 61, no part B as he is waiting until 65. (Another can o' worms for another time, there are tons of threads about this).

But he wants ACA coverage with his wife, which he has had since the beginning of this whole mess. He sent them a coverage letter and copy of Medicare ID two years ago showing that he had no Part B & got a letter that he was eligible to have ACA with tax credit
