Unusual Possible SEP Question MAPD Employer

came across an unusual situation.

A prospect is on his wife's employer plan. It has a $3,000 deductible, so about a year ago, he came across a Humana agent told him if he signs up for their PPO that has a $95/mo premium, it would cover the deductible. To his surprise it don't.

So, I meet him. He tells me he wants to get rid of his employer plan, and possibly the MAPD and switch to a better MAPD or a medsupp.
My question is this:

- Normally if someone drops an employer plan they would get an SEP. BUT, since he also has an MAPD, would this cancel out the SEP?
- If he decides a medsup
