Can a MD or PA Sell Medicare Products?

I was wondering if a Medical Doctor or Physician Assistant can sell Medicare products in a state where they are not licensed to practice medicine?

Would this be a conflict of interest?

Or, would it be permissible for their spouse to offer Medicare products?
