P&C Licensing In Pennsylvania

Good evening folks,

I'm trying to confirm if it's true that in Pennsylvania, all individual P&C licensees are considered "Producers" only (as opposed to having "agent" or "broker" designations like in other states)? In other words, do all P&C individual producers have binding authority with the carriers?
