Auto ID Cards - PLEASE HELP

I'm a small agency just starting out and do not use an advanced agency management system. I need to issue Auto ID cards to a client located in various states. Where can I go to provide this?

Looking to do this on the cheap of course. Figured it could be simple, maybe some sort of editable PDF?
