Definition of Home Health Care?

I had a lady turned down because of home health care. She had a stint put in 4 years ago and also was suffering from seizures after being thrown through a plate glass window on the 2nd floor about 20 years ago. Her last seizure was over a year ago. She does take methadone for chronic pain do to her broken tailbone and back from the window incident. Due to her chronic pain her live in friend is being paid by the state to do work for her at home, ten hours per week. He helps her with house cleaning and yard work etc.
