Wife Worked Less Than 40 Quarters

Husband turns 65 in July. (Last day of work is 7/31). Husband gets B-G-D. Does not sign up for Social Security (wants to wait to 66, preferably 70)

Wife goes on COBRA, turns 65 in October. Her OEP ends January 31. But her husband isn't talking Social Security (and doesn't want to), so she would pay the Part A premium.

If he takes Social Security for 2/1, the loss is way more than the $411 premium.

So...

Can she stay on COBRA until June 30, with a Part A and B effective date of 7/1, getting her husbands SSA when he turns 66?

Does she trigger the Part B LEP, since her cover
