Lockouts on Personal Lines?

Been doing a little research on PC biz, and wanted to ask the pros a question.

QUESTION:
  1. As a PC agent/broker, do you ever get locked out from quoting personal lines coverage because another agent has already quoted them?
  2. Can you tell from pulling quotes, whether they have already been quoted by the same company (recently)---like if they are shopping you?
