Why Aren't Al/PDPl MA Carriers Requiring Non-discrimination Notice with SOA, Etc?

Humana just sent a notice, and new two part Scope of Appt forms with the non-discrimination notice attached.

I specifically asked this question when requesting SOA from another loca/regional carrier, ignored in my email and sent their scope, the generic 2012 dated CMS form, but with their brand in upper right corner. Silence about the notice.

If the rep doesn't know, but I am out of compliance it's my problem.
