Real Tricky One

I have a disability Medicare client who has end stage renal disease. He became eligible for part A and Part B in November of 2015. He was also on a heavily subsidized ACA plan and for whatever reason declined Part B to keep his ACA policy. The ACA plan finally realized that he was eligible for Medicare and terminated him as of August 1st of this year. Does he have any recourse or does anyone know a way to get him enrolled into Part B ASAP?
