Can this Client Still Get a PDP Now?

He retired from his job effective around 3/1 and at that point no longer had employer health coverage. His Part A effective date was in 2014, and he signed up for Part B effective 3/1. His medsupp started on 3/1 too. He didn't need a PDP right away since he had enough meds on hand to last him thru May, so he wanted it to start 6/1.

So if he would've signed up for Part B using his general enrollment period (GEP) he could've signed up for a PDP now. However, it seems like his IEP was spent when he first got Part A. Also, it's been more than 60 days now after his employer's coverage went away,
