If a Client Drops an Old Plan J Voluntarily, Does She Qualify for a SEP for Part D?

If a client voluntarily drops a old Plan J, with drug coverage to a certain extent, does she automatically get a new SEP to enroll in another Part D?

To me it makes sense, but what do you all think? My upline thinks she does not qualify for a SEP to enroll in another part D even though she has lost the 50% drug coverage she had with the antique Plan J.

Please advise. Thanks!
