Home Health Agency Turning People Back to Medicare?

I work with an apartment complex that has a wellness center that is rented and run by a Physicians assistant and a home health agency (no other relationship). The Home health agency only accepts Medicare. Most of the people are on United Healthcare, and are happy. However, recently they have started trying to turn United Healthcare clients back to Medicare, citing untrue advantages to being on medicare (i.e. you can see ANY doctor), and saying "you will not need a referral" (they are on a PPO, no referral needed either way).
