Over 65 Non-medicare Health Coverage in Texas?

I have a client whose immigrant family member just got her green card and will be moving to Texas in April. She is 69 years old, doesn't have Medicare and is too old for ACA.

What insurance options other than purchasing Part A are available for situations like this? Indemnity? Faith based?
