Failure to Maintain Heat / Claim / Power Outage

So what if an insured has a property that loses power. As a result, they can't run heat. Then, pipes burst.

Typically, the insured must maintain heat. But if the power went out, then what happens to that responsibility?

I mean a guy with 30 rentals cant buy 30 generators? So would a carrier deny a claim for burst pipes? I meen without power...how could they maintain heat?
