BNI or BN-not?

I'm working on next years business plan and had planed on not joining a BNI group ... But, I don't want to completely write them off without your input.
I've noticed that every single BNI group is missing a health insurance agent.
Could it be because...
1. There's so much low lying fruit that joining a BNI group is a waste.
2. Most professionals in BNI groups already have a chosen/preferred health insurance agent.
3. Building business off of other professionals referrals isn't run-of-the-mill stuff... And so agents avoid it.
Really, what's the deal?
