State Farm Stealing

So I got a quote for a policy on my polaris rzr. I liked the quote and paid in full for the annual over the phone. 3 weeks later my policy arrives... Only it comes with a bill for a 1000.00 more. I called and the agent says it was reclassified so the policy would be more. I said no thanks, please cancel and refund my money. She said ok. 2 more weeks and I get a check which was prorated at the higher amount I never agreed to and now they are refusing to refund based on the policy I agreed to and paid for.
