Universal JUA---Does this Make Sense?

I just got a quote from an agent for a Rental Property. The agent was telling me that Universal sells a product that excludes PLUMBING PIPE breaks, but that "MY HOUSE" is not in the area where this PLAN is available. This is considered the "low rate" rental plan.

HOWEVER, UNIVERSAL is offering a plan that does include Plumbing Pipe Breaks. ???

Is she feeding me a line---or does this make sense?
