GI for People Under 30

I have a client who just got approved for a level benefit. She has daughter who is definitely GI (cerebral palsy, wheelchair bound, needs assistance with ADL's etc). She really wants coverage for her, and I would like to help her out. I dont need to make money on the daughter. Anyone know who would do GI for someone who is 24?
