1). Grange Question and 2). Who Does E-APP?

I stumbled across some policies from Grange where the clients told me (complained to me when I was switching them to Settlers) that, in order for them take policies out on their ADULT children with Grange, all they had to do when the Grange agent was there was answer some questions and they just had to sign. I don't think the adult child had to sign. Can anyone confirm that?
