Trans App. Question

I wanted to clarify this before submitting my first FE app with Trans.

On page 2 where it states:

Payor Signature (If other than proposed insured or owner) __________________________________

Does this mean if the Insured is the one paying for the policy they do not have to sign here or does this mean whoever is the payor must sign here.....
