Foresters 13 Month Rule

I like Foresters in most every way---my #1 go to---but that 13 month rule is dumb and I ranted to them same thing saying it only cost them---we going to write biz just with someone else in such cases. If I understand it right if you write one within 13 months of the prospect ending one then you only get paid on the increase in premium-------who's going to do that to help Foresters out and make nothing to next to nothing rather than writing another carrier?
