Gerber by Phone? What Companies Allow Paperwork Mailed

Is it possible to sell Gerber GI without meeting with the client? Can it be mailed? I'm trying to get an idea of who will allow this. Aetna, Mutual of Omaha are the only ones I'm aware of now.
