T65 MAPD Enrollment Eligible?

She is turning 65 in May, but she has had medicare A&B for 3 years now due to disability (started may 2012). Can I enroll her into an MAPD plan effective 05/01/2015? Or does she have to wait until OEP at the end of this year?
