Update or Reapply Applications

In my experience, it's much more efficient time-wise (Health Sherpa) and financially for the customer to start a fresh new application and cancel and/or remove the current one from Healthcare.gov. Customers of mine have lowered the updated auto-renewed premium by at least 70%.

I really don't know if there is any restriction for this practice written anywhere or is it fair game.

Through H.S. it looks like it doesn't matter using the same email or SS, at least in different years.

After two open enrollments, I'm sure somebody can shed light into this dilemma.
