ACA SEP for Living Outside the Country

I have a med supp client whose wife is a Taiwan national, but legal resident here. She's under 65. She's been visiting family in Taiwan for awhile, returning to the US in April, and is covered there by their national healthcare. Will she get an SEP on her return? Or does she have to get signed up by Sunday's deadline to avoid getting locked out and penalized on their taxes? I read the SEP rules and didn't see anything describing this kind of situation. Thanks.
